Two subgroups of workshop participants discussed elements of courses in general relativity that emphasize the physical phenomena and ideas underlying the theory of general relativity.  They called this emphasis "Physics First".  Here is Savi Iyer's report of the questions raised by one of these subgroups along with some of their ideas, answers, and considerations.
